The Turks and Caicos Islands Government (TCIG), through the Ministry of Home Affairs, Transportation, Broadcasting, Energy and Utilities and Telecommunications Commission (MOHAT) is in the process of implementing an European Union (EU) Grant (FED/2018/401-492) concerning “Caribbean OCTs Resilience, Sustainable Energy and Marine Biodiversity (RESEMBID) , implemented by Expertise France. The TCI received €1.4 million grant to implement a project entitled “Transitioning Towards Green Energy in the Turks and Caicos Islands” project.
This project contributes to the acceleration of a reliable, resilient, and environmentally sustainable energy sector in the Turks and Caicos Islands (TCI). The grant funding will be used to install Five (5) Rooftop Solar PV systems and 140 solar-powered street lights across the Islands. These infrastructural developments will enhance the safety and security of the residents of Turks and Caicos.
The project will engage the services of a consultant to conduct a comprehensive review of existing energy legal and regulatory frameworks, including the Renewable Energy Bill, electricity ordinance, customs ordinance, physical Planning ordinance, development manual, building code, energy policy, and housing policies and other relevant documents. The output of the review will be recommendations to ensure smooth transition to green energy..
Residents can also expect community outreach and awareness sessions, as well as training, and institutional capacity building in government departments and RE installers. At the closure of the project, it is expected that the local capacity is enhanced to participate in the transition towards green energy.
The project receives unwavering support from the MOHAT Minister, Hon. Otis Morris, Permanent Secretary (PS), Mr. James Astwood and Deputy PSs Mr. Fredrico Johnson and Mr. Larry Mills. Currently, the team is composed of the Acting Commissioner/Energy Analyst of the Energy and Utilities Department, Mr. Eric Salamanca, Ph.D., Project Officer, Engr. Churchill Norbert, Communication Specialist, Mrs. Nikisha Toppin and Project Assistant, Mr. Zamien Dickenson. The RESEMBID Headquarters has also hired Dr. Thashana Thomas as the National Implementation Support Associate.
The project team continues to recruit qualified consultants in the areas of Renewable Energy (RE), Energy Efficiency (EE), Monitoring and Evaluation, Policy Analysis and Graphic Designer/Artist.

Financed under the 11th European Development Fund (EDF) Caribbean OCT Regional Programme, RESEMBID is being implemented by Expertise France, with the primary stakeholders being the 12 Caribbean OCTs.
